Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: hopeful statements are released from different nations. Significant resources is allocated on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability provided through current data. From vantage locations, military aircraft that had been dispatched to counter approaching aerial threats flew past – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the approaching threat won't strike its target this time, sparing the city from devastation and another blackout.
Ongoing Risks
Soon after, a automatic firearm fired at a drone close by, part of a rapid response unit – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, certainly, endure.
Tactical Assessments
It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington functions according to a principle familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is impossible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but preventing a complete military breakdown until situations evolve in its advantage.
Existing Situation
Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their mission will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a just a single week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.
While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
