Sheffield Wednesday Confronts Major Issues, Declares New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

The team's current difficulties constitute a "serious issue" and the independent regulator is aiming to acquire authority to investigate clubs in similar circumstances, the recently named head the regulator has announced.

During an extensive discussion, Kogan, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

The regulator engaged with four supporters' associations connected to the Championship side this week.

The football club have been experiencing difficulties in multiple areas in this season, with the club failing to pay players on time on five separate occasions, including in September.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," Kogan told.

"Wednesday stands as one of the iconic names for English football and this week we have met fan representatives.

"We are seeking authority... which will allow us to have the club and similar situations brought to our attention if they require examination and dealt with."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in spring months led to sanctions by the league officials in mid-year, preventing the club from carrying out any transfers or loans for the next three transfer windows, although those limitations were removed in late summer.

Authority's Position

The chairman stated: "Our role exists to serve the Owls followers, Bury or any football club where fans are dedicated to a community organization that has existed throughout their lifetimes in numerous instances.

"I completely understand the club's situation, as I do for all the clubs that over recent decades have faced collapse, or approached financial ruin, for causes separate from the fans themselves."

Inquired if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"However, realistically, when you review the record of football, over the last 20 or 30 years there have been certain proprietors, a small minority, but certain individuals who have acted carelessly in the way which they've been managing their clubs and ultimately decline to assume obligation for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to detail the scope of the regulator on Wednesday and insisted it was a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the extraordinary progress that's been made necessary will vanish rapidly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a huge success story - we must maintain momentum.

"There's an enormous amount of money flowing into the game and has been invested for the recent generations, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Elite Division Worries

The Premier League opposed the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but Kogan said: "I fully support the success and growth as an commercial operation of the Premier League.

"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of this country. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The chairman continues to confront a "thorough examination" by the official appointments authority after he revealed he contributed money to the political party in recent years.

The 68-year-old provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the regulator explained.

"I am presently disconnected from any form of political activity."
